CONTEXT AND NEED
Michigan College Access Network recognizes the great work of college access programs across the state to move Michigan closer to our goal of Sixty by 30 – to increase the percentage of Michigan residents with degrees or postsecondary certificates to 60 percent by the year 2030. Reconnect expansion outreach campaign grant is aimed at increasing the enrollment of adult learners age 21-24 in community colleges. This campaign will be executed through community-based organizations, whose primary focus is on serving individuals and families of color and/or low-income communities within community college districts. MCAN aims to support 20 grants of $10,000 each to implement a Reconnect expansion outreach campaign.
FUNDING AND ADMINISTRATION
CBO Reconnect Expansion Grants will fund outreach campaigns aimed at increasing the enrollment of adult learners age 21 – 24 in community colleges. This campaign will be executed by community-based organizations, whose primary focus is on serving individuals and families of color and/or low-income communities within community college districts. MCAN aims to support 20 grants of $10,000 each to implement a Reconnect expansion outreach campaign.
The campaign efforts should include:
Door-to-door advertising of the program in targeted communities.Printing marketing materials for distribution to community members.E-mail or text campaigns to reach potential applicants or enrollees.Direct engagement during organizational functions serving community members.The primary audience for the campaign is 21-24-year-old adults not currently enrolled in college, while the secondary audience includes 21-24-year-old adults currently enrolled in community college and parents or other influencers of young adults in this age group.
TIMELINE
Application Release: Funding opportunity made available on April 1, 2024.Deadline: Applications are due April 24, 2024, at 11:59 p.m. to MCAN.Application Notification: Successful applicants will be notified by May 1, 2024.Grant start: Grants will run from May 15, 2024 through December 31, 2024.

SELECTION OF GRANTEES
MCAN will employ a selection process to choose partners for the Reconnect expansion outreach campaign. This process will involve issuing a request for proposals (RFP) where community-based organizations can apply to receive a grant for implementing the campaign. The RFP will outline the goals, objectives, and requirements of the campaign, as well as the criteria for selection.
MCAN's priorities for selecting partners will include:
Demonstrated experience and effectiveness in serving underserved communities, particularly communities of color and low-income populations.Capacity to execute the campaign activities outlined in the proposal, including outreach, marketing, and engagement efforts.Geographic reach and coverage to ensure targeted communities are adequately served.Track record of success in community engagement and outreach efforts.Ability to effectively reach and engage the target audience of 21-24-year-old adults not currently enrolled in college.Demonstrated ability to collaborate with other stakeholders such as community colleges, local government agencies, and educational institutions.Commitment to diversity, equity, and inclusion in program implementation and service delivery.ABOUT MCAN
